I was wondering if it's possible to 'sample' the output or library of the Nebula plugin, so we can use those very good samples within Reaverb. I know Nebula uses a different process to sample hardware (and is more dynamic), but it would be great if we could sample or record the output by using the Nebula plugin and load them in Reaverb. Only we have to find a way how to deal with some legal issues of those great dynamic impulse responses. Anyone knows how can do this?

Should work but as you noted without the dynamic changes of nebula. Reaverb has tools to make IRS. Here is a guide obviously you make the second file with nebula instead of as described. No idea about the legal aspects. I personally wouldn't be comfortable sharing them.
There is a good reason why it's so heavy on resources. Even a standard convolution reverb, containing only a single snapshot, can be CPU intense. Nebula exceeds this. Think of it as a multi-layered, velocity sensitive sampler. Compare that to a static sample. Different universe.
